Consultation on Proposed Tower Hamlets Byelaws – Introduction of Fixed Penalty Notices in Parks, Grounds and Open Spaces
Dear Residents,
Tower Hamlets Council are proposing the introduction of fixed penalty notices, (FPNs) for byelaw offences.
Currently byelaws can be enforced by prosecution through the magistrates court with a maximum fine of £500.00. However the cost and time in preparing a case for the magistrates court far exceeds the maximum fine.
It is perceived that the use of FPN’s will be more appropriate and effective in dealing with less serious byelaw offences whilst still allowing Tower hamlets to consider prosecution through the courts for more serious offences.
